The Arbitration Council Foundation (ACF) was established in 2004 by the Arbitration Council members with International Labour Organization (ILO) assistance, and with the support and endorsement of the Ministry of Labour, union federations and employer associations, to provide a permanent management structure for the Arbitration Council.

The Arbitration Council Foundation is mandated to provide technical and management support to the Arbitration Council. The Arbitration Council has oversight of the ACF through the election of one arbitrator from each stakeholder group as representatives, who form a majority of the voting members of the ACF Board of Directors. The ACF is a non-government entity registered with the Ministry of Interior.
